Unanimous in PB is 4-2

I see no way you can spend three years in a classroom studying procedures for government as Mr. Kaplan supposedly has and not know how to conduct a meeting. This is basic information. You cannot take a straw vote in an executive session. You must come out in open session, vote, and record each individual vote. The executive session, of course, has to be notified 10 days before. There is no way a straw vote means anything. This is the kind of information you'd get from a bought degree not an earned degree.

Also, Mr. Kaplan has a new definition of unanimous. Unanimous, according to him, is 4-2. This is a majority. Unanimous is all agreed. I thought this information might be helpful to a person who obviously hasn't had a good education to do the job that he has undertaken at a huge salary.
