that happen?

Am I the only one who sees the humor after years and years of conservative, responsible financial management, a totally unqualified city council is elected. And, after they come into power, they hire a totally unknown entity from out of town without any control or checks and balances to manage the city budget. Soon Poplar Bluff will be broke and Mr. Kaplan will be gone. His associates will be a lot wealthier and the highly intelligent city council members will be scratching their heads saying, "Duh. How did that happen?" I hope they have a big insurance policy to cover maleficence in office.
